@Fran​ There is no method on IMDb for a user to "provide an explanation to assist in processing this submission" for Parental Guide submissions because they do not appear in your Contribution History nor can you manually load it by the entering the 18-digit reference number.

If you are implying I should include my evidence directly in the submission itself, I already tried that and got declined too.

Seriously, what am I supposed to do? This is a crazy system. Try it yourself. When you go to submit a Parental Guide detail there is only a box for the details. There is no place to provide the evidence which I posted in this very thread.

In that case, re submit the contributions please and post the submission numbers here so I can take a look for you at them, once posted here I can proceed and approve on your behalf.
