Is this considered one film, or two?

According to my local cinema, both are 139 minutes. But they appear to not be dubbed, but different actors, same script, same roles. Is it considered a different cut, or two films, or one film?

Skater: This sounds to me like two films which are alternate language versions of each other. As explained at https://help.imdb.com/article/contribution/titles/movie-connections/GNUNL9W2FTZDGF4Y# :
In the early days of sound films, before dubbing and subtitles had come into common use, some films were produced in multiple language versions. For example, when Dracula (1931) was made starring Bela Lugosi, a Spanish-language version, Drácula (1931), was filmed on the same sets starring Carlos Villarías in the lead role. Laurel and Hardy made versions of several of their English-language films in Spanish, French, Italian, and/or German, with the comedians speaking their lines phonetically.
Although the submissions guide says that this link type is limited to older films, the practice did not die out completely in the 1930s. The Message (1976) was filmed simultaneously, scene by scene, with its Arabic-language version Al-risâlah (1976).
And I understand that filming multiple language versions, as you describe for Vaathi (2023), is not unusual in India nowadays.
"Alternate language version" connections can only be submitted through the Help Desk. However, the Telugu version, Sir, will have to be submitted to IMDb as a New Title before the connection can be submitted. Once Sir is in the database, go to https://help.imdb.com/contact and select "IMDb Contributor", then "I need help and haven't submitted an update", then "Titles", then "Update complex connections". Then click "E-mail".
On the next screen there will be a form requesting the following information, which should be self-explanatory:
