Is there a way to submit a character link instead of an actor link?
For example: [link=nm0001625] will provide a ink to Amanda Plummer, but what I really wanted to post was a link to her character "Honey Bunny" in Pulp Fiction.

No, there is no character code.
If you are referring to user lists, you can construct a full link like:
[link=https://www.imdb.com/title/tt0110912/characters/nm0001625?ref_=tt_cl_t2]Honey Bunny[/link]
But if you are referring to data contribution, like trivia, this is not an option.
