How should voiceover roles be listed in this case?

Should voiceover roles be listed as plural or singular if actors voiced a minor character where the voice appears multiple times on a generic character? In the cast list, should they be listed as for example, "criminals" or "criminal"?

When a group of characters is listed under one plural name, either the on-screen plural name or its singular form can be used for submission to IMDb. Both variants are correct.

However, please note:

1️⃣2️If singular form is used for one of the group characters, then the same should be applied to all characters of the group;

2️⃣1️Where a band is credited in the form "Bandleader and The Musicians", they should be credited that way.

In this case I am talking about for example, how for voiceover roles there’s “henchman #5” like here https://www.imdb.com/title/tt1282022/?ref_=ext_shr_lnk

In other games that don’t have the character names listed, should character names also be listed as singular like that? Even though the characters appears as several different character models throughout the game.

When character names are not listed, then a descriptive name (must be limited to the context) can be used but it's not obligatory, and you can leave the character blank. For such cases, there is no restriction in the official guidelines as to plural or singular form, but it would be illogical to use plural form when it is not on-screen.

PS:

If you are trying to enlist multiple characters to one voice actor, then use forward slashes to separate the characters in one field [https://help.imdb.com/article/contribution/filmography-credits/characters/GKLQVXKH7U8DATWX#].

When one actor has voiced multiple characters belonging to one group, then plural form is the best to use ("criminals" in your example).

And finally, when the characters voiced by one actor do not belong to one group, then a general description can be used such as "Various Voices".
