How should the credits be ordered for this title?

@ZT111- Circling back, if there's a set of credits in the opening and another at the end of the game, they should be listed as first set (opening) and then the second set (end). Now and however, if the intro of the game has all of this people that are not actually in the game, they should not be listed as part of the cast.

Only the names that appeared as 'voice' cast  should be listed as such and in the order in which they appear on the on-screen credits. 

Should they be listed then as (archive footage) (uncredited)? They are still in the intro cinematic because it's based on the movie but they did not do any voices in the game. Or should they just not be listed at all?

Another issue is that some actors that actually did voices in the game appear in that intro but their names do not appear in the "voice cast" section in the end credits. Despite them doing a voice in the game, I have heard some of them. How should they be listed?

The hard-edited video sequence which auto-plays each time you start a new game is not a part of the gameplay, neither it represents a list of related credits. You can name it whichever you wish, but such content should not be listed on the main title page.

Taken by analogy again, Disney FastPlay is not part of the movie it automatically plays before. Forced promos (theatrical trailers, teasers, commercials) for upcoming movie releases are not part of the movie they automatically play with.
