All other pages/age groups have a reasonable weighting - this one does not. The weighted average should not differ radically from the actual average, which is 4.5.
I would not be surprised if both titles are being sabotaged by the same person or group of people -- votes of "10" for this film and votes of "1" for the other film.
IMDb should protect films from vote manipulation (both sabotage and boosting), which is scummy behavior no matter who is doing it or for what purpose.
The discrepancy in the total number of votes is due to the demographic filter. The graph shows votes from females aged 18-29. There are only 31 votes (out of 9,109) cast by users who entered demographic data placing them in that category.
Looks like some slight adjustments have been made to the rating of the other film I reported, and review of that film by IMDb staff may continue.
There are obvious mass rating campaigns underway on both of these films. You can see it at Rotten Tomatoes for this film as well. It currently has a 100.0% user rating on Rotten Tomatoes, and yet only two critic reviews -- not enough to even get a critic score.

Whoever calculated the % on this page forgot to factor in the 1-star ratings.
