The option is intended for titles transliterated to ISO-Latin-1, as with most other non-Latin scripts.
The submission form or guidelines could make this more clear, though. The current guidelines only mention the option to submit in Japanese. I believe there is also pre-existing support for Cyrillic KOI8-R, ISO-LATIN-2, Greek ISO-8859-7 and Turkish ISO-8859-9.
The option is only intended for the Romanized form of titles expressed in the Tamil language, until such time as letters from the Tamil alphabet can actually be accommodated by the system.
