Film Noir Genre

As of November 3rd 2022, there are 932 films categorized as film noir (which is the highest in any other genre). I have some questions.  
What is the criteria used to determine which films are film noir?
How often is the film noir genre updated? 
Is there a way to submit films to be added to the film noir genre? 
I am happy that IMDB has labelled films as film noir, this is not something commonly done on other sites or streaming services. I am a film noir enthusiast who is constantly searching for film noir movies to watch. I would like to use IMDB as a educational resource for finding film noirs. 
I have noticed that some films are not put in the film noir genre and wanted to possibly submit films for consideration to be added to the Film Noir genre category. 
Please provide any guidance or assistance on this.

As @Marco alluded to, it's actually the exact opposite: Film-Noir is assigned to fewer titles than any other genre. And because this category is limited to a specific period of time, the number of titles with this genre is not likely to grow in the future.

Here is what the Help Center has:

Film-Noir

Typically features dark, brooding characters, corruption, detectives, and the seedy side of the big city. Almost always shot in black and white, American, and set in contemporary times (relative to shooting date). We take the view that this genre began with Underworld (1927) and ended with Touch of Evil (1958).Note: neo-noir should be submitted as a keyword instead of this genre for titles that do not fit all criteria. Objective.

I don't know where you saw this, but this is wrong. You might want to check out this stats page (updated every few months): https://www.imdb.com/pressroom/stats/

Here is a link to check the most current number, sorted in reverse chronological order. Currently, there are 943 films on IMDb classified with the Film-Noir genre.

Interestingly, despite what the Help Center definition says about the genre ending with Touch of Evil (1958), there are currently three films classified as Film-Noir released later in 1958 after that film.

Weird that the stats page appears to state there are 16M+ genres:

Genres: 16,226,885

  • Drama: 2,662,978
  • Comedy: 1,989,140
  • Talk Show: 1,411,546 ...

Also, how can there be 11M+ name pages, but 170M+ filmographies?

(I suspect the 170M+ is the number of credits, not the number of filmographies.)

Labels matter.

Genres: 16,226,885

Just from eyeballing the numbers, it looks to me like that number (16,226,885) is a raw count of how many genres have been assigned. So for example, if one title has five genres assigned to it, that counts as 5 for purposes of this number.

It's similarly vague and confusing for keywords:

Keyword: 14,082,065

Does this mean there are 14,082,065 different keywords on IMDb, 14,082,065 titles with keywords, or 14,082,065 instances of a keyword being assigned to any title? For example, if one movie has five keywords currently assigned to it, two of which are unique (only on that movie), does that count as 5, 2, or 1 for purposes of the 14,082,065 number?

To be clear, my point is that the wording is too simple on the stats page. 

Instead of saying Genres next to 16M+ number, it should say Genres Assigned, or something similar.
