Film Noir Genre

As of November 3rd 2022, there are 932 films categorized as film noir (which is the highest in any other genre). I have some questions.

What is the criteria used to determine which films are film noir?

How often is the film noir genre updated?

Is there a way to submit films to be added to the film noir genre?

I am happy that IMDB has labelled films as film noir, this is not something commonly done on other sites or streaming services. I am a film noir enthusiast who is constantly searching for film noir movies to watch. I would like to use IMDB as a educational resource for finding film noirs.

I have noticed that some films are not put in the film noir genre and wanted to possibly submit films for consideration to be added to the Film Noir genre category.

Please provide any guidance or assistance on this.

As @Marco alluded to, it's actually the exact opposite: Film-Noir is assigned to fewer titles than any other genre. And because this category is limited to a specific period of time, the number of titles with this genre is not likely to grow in the future.

Here is what the Help Center has:

Film-Noir
Typically features dark, brooding characters, corruption, detectives, and the seedy side of the big city. Almost always shot in black and white, American, and set in contemporary times (relative to shooting date). We take the view that this genre began with Underworld (1927) and ended with Touch of Evil (1958).Note: neo-noir should be submitted as a keyword instead of this genre for titles that do not fit all criteria. Objective.
