Doubt about movie genre

Hello, this is a question about a film which we have been discussing at the IMDb poll board to see if it is eligible for a poll.

Danny Collins is tagged as a biography and the IMDb guidelines say that biographies should have a "Primary focus is on the depiction of activities and personality of a real person or persons, for some or all of their lifetime." Danny Collins is not a real person, and therefore this should not qualify as a biography.

However, the film is loosely based on the true story of a real folk singer, Steve Tilston.

Is this inspiration in a real life person enought to tag this as a biography?
