Dil To Pagal Hai was the second-biggest Bollywood blockbuster of 1997, and it released in India on October 31, 1997. IMDb erroneously says it released in 2004 because it was shown at the Bollywood Film Festival in the Czech Republic in 2004. Someone must have been tampering with the release dates. I would encourage IMDb to restore them to how they were listed recently (from Google cache, 7 May):
