Brian: A submission like this has to be submitted using the Contact Us form at https://help.imdb.com/contact.
Go to that page and select "IMDb Contributor", then "I need help and haven't submitted an update", then "Titles", then "Update complex connections". Click "E-mail".
On the next screen, you will get a form on which you can enter the relevant information about the connection. I think the only connection you need to specify is that Despicable Me 4 "follows" Despicable Me 3 (that is, you don't need to connect it to all the other films in the series). Make sure to provide a clear explanation in the e-mail form. When you are done, click "Send e-mail".
