Declined removal of poor quality image

In submission #260228-192707-270202 I tried to delete this photo because of the poor quality: https://www.imdb.com/title/tt0085088/mediaviewer/rm324369665/ but it was declined.

It's from a 1980's series, so obviously, there's no need for pictures of poor quality.

Apart from that, there are currently 303 photos listed for this title, so there's no shortage of them either.

Can a staffer please delete this photo?
