Declined for Poor Quality

Hello. Is it possible to reconsider this image for approval? #240611-150013-028902 The show is Teen Angel (1989), which is out of print and lost media. This is the only quality that the show is available in: https://youtu.be/38i4qF7boag?si=2yj-YsML-jTzva51 I submitted some similar still frames that were accepted. If the image is truly too poorly degraded to be accepted, I understand. I am only confused by the inconsistency of the submission guidelines. Thank you in advance.
