Declined due to eligibility criteria

What does that mean and how to fix? I’ve been submitting reviews for many years and have never been declined. I searched the help pages to try to get an understanding to no avail. Can someone help?

Addendum: I have not claimed any credits for the movie. I was just reviewing it as a movie watcher. I am super puzzled and hope someone can answer.
