Credit for extras in IMDB tab

Why cant IMDB have a subsection of "Extras and Background"? 

Dog Handlers, Caterers, Gardeners and even Dogs themselves get onscreen credit. Extras are extremely important in todays TV and Film industry, What is the problem with letting them have an extras and background subsection under "Cast and Crew? No extra is calming to be the star of the show, but a lot of "Stars" started as background. Let Us have a little bit of the fun of seeing our names in credit. I dont think its too much to ask.

I have already read that before I posted and it refers to "one pre-existing credited entry", My specific question is "Why" cant extras have a separate section that refers to Background work. I understand its not in the IMDB rules, But I cant find anywhere it says new subsections cant be added. 25 years ago CGI artists and Drone operators didn't exist, they do now and get credit for thier work, Paid extras have been around a lot longer than that, But still no recognition on screen or Imdb. Its alright saying You must have a credited role before you can be added, But lots of Extras are very happy not having a featured role, Just want to be recognised for the work they do do.
