Credit declined twice

I am the producer of a film and submitted it to IMDb. The entire film was accepted as-is, with a couple issues. For one, a cast credit was added to an existing person with the same name rather than as a new credit as I specified; I've submitted a separate split request which is still in review, and will come back if there's an issue.

Worse, one actress was outright Declined. I re-submitted with an upload of a still from the credits sequence to show that the name was in fact in the credits of the film but it was again denied. Can someone figure out for me why the review process won't let this actress' credit make it to IMDb? She only has one previous credit in 2006, but I know it's the same person; I was involved in both productions and know that it's the same person. I don't know if that's why it's being Declined though, I'm just getting back "unable to verify".
