Could you prevent new users from making reviews?

One of many issues are fake user reviews. Recently I have went to read Thor Ragnarok reviews prior to seeing the movie. What I found out was that 90% of the reviews have 10/10 and almost all (maybe besides 1-2) are 2 day old accounts. Some of those accounts are from the same people, as they share review traits (choices of wording), they do not give any detail besides what is obvious from the trailer and universally praise this movie. Some went to length of ranking top movies to earn additional achievements and cover up a little.
What this leads is similar to fake advertisement and ruins reputation of the website in general. So far the only thing that kind of does set the expectations is the metric score.
Please set some criteria to when an user can make his/hers review, but not as short as one week. Usually peak of movie's performance is somewhat of 4+ weeks, then it drops.
It is not about hate for the movie, it is about keeping things legit ;)
