@Maya The image is the stock image for the episode by data brokers. Cops TV is a recorded live-action show and more than half the episodes are at night. the resolution was TV 4:3 basically 400 lines of resolution as compared to 1080 today or higher. You can't make something from 1990s into higher resolution, and I've contributed hundreds with same quality. The production company selects the 'still frame' from the episode, usually preferring officers, sleeve patches visible, perp (alleged) visible, the cars party lights on Cars illuminated in the still frame.
