It is because you need an IMDb pro account to upload pictures on person-pages. Normal contributors can't do that. Also, you can only take care of one such page with one IMDb pro account. IMDb should really cut some slack here. It hurts me to see person-pages with no pictures. At least give us the option to upload the main picture of a person-page.
