blocked item where trying to submit information (birth name)

I am trying to add some information to imdb pages, but i get a message that the submission is declined as the item is blocked. However it has been blocked on empty and the information has remained missing. The page is here: https://www.imdb.com/name/nm0796322/bio?ref_=nm_ql_1

The birth name should read Syed Fahim Joplin Sibtain - it is currently blank and the information is in the trivia section only. 

The submission in the birth name section (complete with evidence) was previously accepted, went and stayed live for some time. Then the information dropped off and now I can't add it. 

Does imdb allow birth names not to be shown upon request from any user and erase these?
