Been getting a new Decline problem

Been getting a new DECLINE problem in addition to the one I have been seeing since July. This new one first occurred on Sept. 20. With these I try to DELETE an item and I get an IMMEDIATE "Decline Unable to Verify". It doesn't matter whether I include the screen grab or not -- they still get IMMEDIATELY Declined as unable to verify. Normally, whenever I get a DECLINE-Unable to Verify my submission would have at least been pending overnight. Submission ID's below:
