Adding quotes

I want to add a quote*, but there's no link under the quotes section of title/tt0454848/ to do so. What do I need to do?

Click either of the 2 links labeled Edit on the Quotes page, and Add 1 Item.

Having the same problem as rwernette -- I went to the same page that bderoes listed but there is NO place to actually input the quote.  And going to the Conditions of Use page doesn't seem to have a place to agree to them, either.  Quote is from Doctor Who (2005) #5.3 "Victory of the Daleks", where Amy Pond and The Doctor are trying to prevent Bracewell (the robot created by the Daleks) from doing himself in and they're trying to stall him by saying "We'll be right back" and then keeping  extending the wait time.  Should be (I guess) in the format of: 

Amy Pond [aside to The Doctor]: "The Dalek tech is a bit slow on the uptake!"

Thanks in advance if someone can post the quote for me, because for some reason the Quotes Edit page is NOT WORKING RIGHT! :-(
