The simplest way to fix this, is to allow Ukrainian Cyrillic (e.g., KOI8-U), which has unique letters not present in Russian Cyrillic (e.g., KOI8-R), for example ї / Ї (pronoucned 'Ji'), і / І, и / И , ґ / Ґ etc., to be added everywhere on IMDb. In others words not just for "Alternate titles", but also for actor names, festival names etc.
To paraphrase, in order to fix the current issue with IMDb.com not supporting Ukrainian Cyrillic, we would need to add support for it in all filelds (e.g., "Alternate titles", but also for actor names, festival names etc. )
p.s. For those who are unfamiliar with Ukrainian language, Ukrainian Cyrillic is different from Russian Cyrillic (KOI8-R, which is already supported by IMDb.com).
The very limited support for characters beyond U+00FF in alternate titles requires that contributors understand character encodings and select an attribute to change the permitted characters in the text field. This does not increase the size of the range of characters, it replaces the U+0080 to U+00FF range with a different set depending on which encoding is chosen.
Adding a similar feature to other text fields would require adding an encoding selector to those text fields, updating all the internal systems to carry the encoding identifier with the text field and perform decoding end encoding wherever necessary for processing. This wood be a very large and complex task.
Converting to support Unicode throughout the system is a large task but much simpler than extending the approach used for alternate titles to other text fields. It also has the benefit that contributors would not need to know about character encodings.
If everyone who wants support for a wider range of characters were to vote for Unicode then it might get enough support to make a difference.
It does not seem like the editorial staff have the tools. The software development team may have to provide them with ti, and for whatever reason, these things take time, as there is already a long list of projects in the works. I don't know.

Please add Cyrillic KOI8-R symbols support like "і", "ї". And change letters from English "i" to Ukrainian "і" in Ukrainian titles.
