zero in url, bug or not?

If I remember correctly, both of these pages would work fine previously:

https://www.imdb.com/title/tt8177524/

https://www.imdb.com/title/tt08177524/

And if I remember correctly again, more 0 could be added too without an issue.

Now only the one without zero works. Is this a bug or not?
