My watchlist is set to public but it generates a 404 for other people. My list is at https://www.imdb.com/user/ur117377493/watchlist, and it is definitely set to public.

I have the same issue. I'm the only person who can see my watchlist. I have made it public, yet i get the same 404 as you.
