Any motion picture is/can be known/called as a film.

And movies are considered as an art or industry. It has a story, but every film doesn't need to have a story.

You see, a short video can also be considered as a film — a video on your phone, perhaps. You may have heard this, "I filmed my brother eating the cereals". That doesn't mean he/she created a movie lol.

What Mr. Pink was trying to say is, a documentary is a nonfictional motion picture intended to document some aspect of reality, primarily for instruction, education, or for a historical record.

I'm sure you must have seen movies based on true stories, but they're not entirely true, most of the characters, places, etc., are fictional.

Oh, and btw English is not my native language either.

Mr. Pink, and yet we are on Internet Movie DataBase, which happens to cover documentaries, reality TV, music videos and commercials, because in wider sense "movie" is a term formed from movie image and an umbrella title for any singular piece of audiovisual media, sans maybe short non-production videos and GIF's. 

It is more likely to hear that word when it comes to feature films which are fiction, but that does not necessarily mean that word is exclusively reserved for such.
