What constitutes a "superhero"? Does character pictured above qualify?

I am fine with the traditional definition of "a fictional hero having extraordinary or superhuman powers". Further, I think all choices, as well as, less clear cut choices should be able to pass the duck test. The duck test is a form of abductive reasoning. This is its usual expression: If it looks like a duck, swims like a duck, and quacks like a duck, then it probably is a duck. 

1. Someone who dresses like a superhero, fights crime or other threats against humanity. Likewise, they have a superhero moniker or call sign that adds to the superhero mystique.
2. Also, they should have a track record of success to such a degree that they are accepted or sought out for the role by others.
3. Finally,  I think extraordinary powers could be defined liberally, but needs to be well above what the average person can bring to the fight. This could be as simple as a willingness to engage in the fight or put oneself in harm's way repeatedly.
4. Being a superhero doesn't mean you come out on top on every engagement nor does mean that you cannot be flawed in some way either.

Characters like Batman qualify by checking all these boxes and whose training, wealth and gadgets would qualify him by having extraordinary abilities rather than superhuman. Likewise, Blankman or Invisible Boy would seemingly qualify, but would be less traditional and more debatable. I personally would favor including all three: Batman, Blankman and Invisible Boy.
