Technically, year MM (the 2,000th year) is not part of century XXI (the 21st century) or millennium III (the 3rd millennium). It's the last year of century XX (the 20th century) and of millennium II (the 2nd millennium). The first year of century XXI and of millennium III is year MMI (the 2,001st year).

The explanation for this is a tad involved, but basically the first year of Common Era (Anno Domini) would be represented by Arabic numeral "1", which directly follows the first year of the before a point of time equivalent to both the end point of time counting backwards and the start point of time counting forward. The last year of the first century is year C (the 100th year), as there are one hundred years in one century. The last year of the first millennium is year M (the 1,000th year), as there are one thousand years in one millennium. Just as century X is the last century of millennium I, century XX is the last century of millennium II, since there are ten centuries in one millennium. Just as year M is the last year of millennium I, year MM is the last year of millennium II. Just as year I is the first year of millennium I, year MI is the first year of millennium II, and year MMI is the first year of millennium III.

Sometime during century XX or a little before, "Gregorian" society had gotten away from understanding (observing) the aforementioned, because of the way decades were expressed as, for example "the 20s" [for 1920 through 1929] rather than "decade CXCIII" ("the 193rd decade") [for years MCMXXI to MCMXXX (the 1,921st through 1,930th years)] which was never used. Yes, year MM (the 2,000th year) is part of the 2000s decade [2000 through 2010], but it is not part of decade CCI (the 201st decade) [years MMI through MMX (the 2,001st through 2,010th years)].

I find no pleasure in boring everybody with this stuff, but it is of semantic importance.
