Where do credits for "technical manager" and "head of technical operations" go?

Dan Clamp has credits for "technical manager" and "head of technical operations" which seem like the same job but different titles. However, his credits are scattered between four different departments: editorial department, production manager, visual effects and additional crew. 

Other credits for "technical lead" which seems like a lesser title, end up in camera. So where should all of these credits end up?
