Trying to add a new title, but another movie of same name in same year so system won't allow it

I'm trying to add a new title, but there is another movie with the same title in the same year that was released. That was a full length film and this is a short, but the system is not letting me submit it. The options are recheck or save. I keep clicking on recheck, but it never gives me the submit option.  What do I need to do to get the title submitted?
