Question about German "Not rated" certifications

Hi,

somebody is adding the "Germany: Not Rated" certification to a lot of different movies and TV shows (see https://www.imdb.com/search/title/?certificates=DE%3ANot%20Rated&sort=release_date,desc). This even applies to films which are still in production or have just been announced.
As far as I know, this certification is only used in cases where the distributor decided to release the film unrated. Not in cases where a certification is just not yet possible or there simply is no distributor. Is this correct? If not, what is the correct usage?
