image declined due to quality

re: 241007-160046-814902 rejected poor quality, It is from a documentary, Cops and is over 25 years old. The quality is that of TV of the era, and is the stock still frame used by data providers for the episode. Please review for opportunity to be accepted.

Thank you so much. I do a lot of image uploads for Cops series, Something must have 'triggered' as instead of automatically accepting, regular daytime good still frames are having to go into the queue to be approved.
