You can clearly see that George Webster is actually dunking the back of his head into the water and the scene is then reversed.  I have added the video in reverse so you can see how it was actually filmed.

Ah, just one of the many brain games cinematographers play on audiences. It makes sense that it would be less expensive to use a normal camera in an abovewater shot than a camera equipped with underwater accommodations for an underwater shot.
